Again.....let's blame anything and everything except the parents. How about the parents simply tell them to shut it off? I have a 14 year old who has 4 "gadgets" in his room.....he knows when he is allowed to use them and when he is not......guess what? When he's tired he shuts them off and goes to sleep. He easily manages to get at least 8 hours of sleep a night no problem.
Maybe if these parents set rules when they bought the "toys" and actually ENFORCED them we might not be seeing this trend. If you as a parent set the precedent that a teen can do what they want when they want.....that's what they will do. And I have to ask why the heck these kids are up and the parents are asleep? EVERY night I am the last one to bed.....after I check on my 4 SLEEPING children.
