Default Late Bloomer - Low Testosterone?

I posted this elsewhere and it was suggested that I post here too...

My boyfriend has a very low sex drive. Once a week (this is a fairly new relationship) is more than enough, and he doesn't really notice how long it's been. He says all his relationships have been this way - he was just never that interested in sex. He's incredibly affectionate and loving, just not ... shall we say... horny!

I'm wondering two things... first, he didn't go through puberty until he was 22 (20 years ago), so is it likely that he was born with very low testosterone? He also has had allergies all his life, and has taken allergy medicine almost every day... would this lower sex drive?

I"m trying not to take his lack of libido personally, but it's hard. Just looking for answers!
