Good time to Buy some Government Bonds?

I always get confused about the way Bonds work. Is it a good or bad time to buy them right now?

On one hand the stock market looks shaky, but on the other, isn't the fed lowering rates which will also lower bond yields? Would that not though make higher yield bonds more valuable?
