War Bond
When a country is expecting or involved in a war, the government of that country needs to finance that war somehow. Sometimes they issue this bonds (called war bonds) to finance the war. The rate of return on these bonds is usually well below other equally risky investments, but the key to getting people to invest into these is the hope that there will be patriotism that pursuades investors to loan their money to their government.
